Is Authorization the same as Regulation?
No. Until they are formally ‘Authorized’, child protection workers will not be able to independently conduct investigations, independently apprehend children, or independently make a child protection application to a child welfare court. Authorization will be dependent on child protection workers completing a four month foundational training process that includes theory, practice, and an exit exam. The new Authorization process will provide clarity and consistency across the province on the minimum requirements a child protection worker must meet. Professional Regulation is the responsibility of the College of Social Work and Social Service Work (OCSWSSW). OACAS and CASs have been actively examining the implications of professional regulation for the child welfare sector since 2012. The new training program for child welfare workers and the new worker authorization process are building blocks that will help the child welfare sector’s longer term move towards professional regulation.
